Osimhen is seen by the North London club as the ideal alternative for Alexandre Lacazette, who has recently joined Olympic Lyon on a free transfer.
Since joining Napoli from Ligue 1 Lille two years ago, he has scored 24 goals in 51 league appearances.
Napoli are willing to let Osimhen depart for the appropriate price after paying £60 million to get him from Lille.
