The Nomadic Rights Concern, or NORIC, was established by Islamic scholar Sheikh Ahmad Gumi on Friday.
According to Gumi, NORIC was established to safeguard and defend the nation's ranchers.
Speaking in Kaduna, Gumi argued that the Nigerian government should approach the problem of the herders in a similar fashion to how it handled the youths of the Niger Delta.
He argued that banditry had been the cause of the nomadic Fulani's plight.
The divisive Islamic scholar reaffirmed the necessity of establishing a Ministry of Nomadic Affairs.
Gumi asserts: "What I want from the government is nothing less than what it did when the youngsters of the Niger Delta were vandalising the economy.
The Nigerian agricultural, which is the foundation of the country's economy, is also being disrupted by these individuals.
"The Ministry of Nomadic Concerns, which will look after their affairs, is the least they should need.
The problem is that pastoralists are both victims and villains, largely because their voices are drowned out by an inconceivable degree of illiteracy and lack of knowledge.
"Their rights are violated or ignored, which fuels the mostly preventable violence in Nigerian society. There is a need to start a non-governmental, apolitical organisation that is committed to promoting harmony and peace among different groups and nationalities, especially among farmers and headers.
Gumi had consistently argued for a smooth transition for herders in the countryside.
The Islamic scholar had requested amnesty for herders involved in banditry from the Federal Government last year.
He requested that the federal government pardon herders similarly to how it pardoned militants in the Niger Delta.
