Engr. Babangida, the former Commissioner for Housing and Urban Planning, was reported kidnapped in Adamawa State on Tuesday.
His kidnappers reportedly encircled his home in Bajabire hamlet in the state's Girei Local Government Area and shot him in the foot.
Before kidnapping the former commissioner, the gunmen allegedly killed two people and injured several more.

The kidnappers have demanded a ransom of N30 million, according to a family member who spoke to the Daily Trust.
"What's concerning is that during the last APC primaries, he just evaded an attack by some individuals who smashed his car's windscreen," a family member, who wanted anonymity, said.
SP Suleiman Nguroje, the state police spokesman, confirmed the event and stated they had received the report.
He went on to say that steps were being taken to save the victim.
